Are you talking about the front wiper fuse? It's in the under hood fuse block. Hopefully the lid on the under hood fuse block will tell you which fuse is which. Or, your owners manual may have a fuse box legend that will show you which fuse is which.
In my wiring diagram, it appears the front wiper fuse supplies voltage for both the front wiper and washer.

These days, most windshield washer pumps are mounted to the bottom of the washer fluid reservoir. Where’s that, you ask? Well, you know that spout you pour the fluid into—the one that disappears into nowhere? Well, the reservoir is actually located inside the front fender between the bumper and the front wheel. To replace the pump, you will have to jack up the vehicle, remove the front wheel and then remove the inner fender liner.

The inside fuse panel is located on the passenger side center console. The other fuse block is located under the hood on the drivers side.

Check power at the pump motors. You may not see a fuse because some run off a circuit breaker. If all else fails, a bit "backyard" but you likely could break out the washer pumps from the system and make a simple push button on the dash to operate them.
