Do you have a master key ? How did you try an program the key to the vehicle ? If you did not have a master key you need to have dealer program the key .
As far as I know you need a special tool (Tech II) from Chevrolet to program the remotes. Don't think you can do it on your own. You can double check your owner's manual but unfortunately I think you have to go to the dealer.
I have the correct answer for you, but it is probably not what you want to hear. A 2001 Cadillac Deville has NO self-programming procedures for remotes. You can add transponder keys if you have the master key, otherwise you need to go to a professional to get them programmed because they need special equipment to communicate with the vehicle.
I would suggest a locksmith before the dealer as they are usually more affordable. We always recommend an ALOA (Associated Locksmiths of America) member, as their code of ethics means they will treat you fair.
I also suggest avoiding the dealer for the actual key fob remotes for your Cadillac Deville. My company sells factory OEM key fob replacements at a steep discount. Check this link to find your vehicle key fob. https://keylessentryremotefob.com/
So good news and bad news. Bad news is the remote portion for a 1998 Cadillac Catera Key Fob requires profressional programming. We suggest using a locksmith, they should save you some money compared to the dealer.
The good news is if you need to program another transponder key, you can do that yourself. Get a spare key cut and simply follow the instructions below:
If you need to order a key or remote you can order them online and save even more money: https://www.keylessentryremotefob.com/Cadillac-Catera-Remotes-and-Keys-s/5113.htm

Remote Transmitter Replacement (Wagon) Use the following procedure when replacing one or both remote transmitters:
Open the driver's door.
Press and hold the driver's master door lock switch down in the UNLOCK position.
Quickly insert and remove the key from the ignition switch five times, then insert the key the sixth time, and leave it in the ignition switch. (This routine must be done within 1O seconds.) All the doors will lock and unlock to indicate that the control unit is in the program mode.
Press either button on the replacement transmitter. All the doors except the driver's door will lock and unlock to indicate that the control unit has accepted the transmitter into its memory. If either transmitter button is pressed again, all the doors will lock and unlock.
