It sounds like there may be an issue with the factory car alarm system on your 1996 Toyota Camry that is preventing the car from starting. If the alarm system is preventing the starter from getting power, it is likely that the alarm system will need to be repaired or replaced in order for the car to start.
If the Toyota dealership does not have the parts or knowledge to repair the old alarm system, it may be difficult to find someone who can fix it. One option you could try is contacting a specialist who works on older car alarms and see if they have any experience with the alarm system in your Toyota Camry. Another option is to try finding a used factory car alarm from a wrecker or online that is compatible with your car and installing it to see if that resolves the issue.
If you are unable to repair or replace the factory car alarm, you may need to consider installing a new aftermarket car alarm system. An aftermarket car alarm can be purchased from an automotive parts store or online, and a mechanic or an experienced car enthusiast should be able to install it for you.
If this is a real factory alarm, you can adjust the alarm settings by following the instructions in the owners manual. To get an owners manual, go to the Chevrolet Owners website and sign up (it's free). You'll need your VIN. http://www.gm.com/gmownercenter/chevrolet/
The factory alarm is tied into your ignition switch. Most newer vehicles have an anti start system incorporated into this in case it is broken into. The alarm will shut the system down and will not allow the vehicle to start. Look under the dash under the driver side and see if you can locate a small box. Should have a serial number barcode on it. If so it has a factory alarm.
Alarm components are in many different locations The ECU is in the passenger footwell. I can fax the page from the factory workshop manual that shows locations of all components if you wish.
This sounds like a factory alarm, so it is unlikely that it is draining the battery. Much more common is alternator diodes. diagnosis is pretty easy for a shop, consider using one for this issue.
Now im not sure since the manual says your model has the same alarm system as the 328i and on the 328i you can remove the module to disable by doing the following. you can unplug the control module. It is located under the glove box. Climb under the dash on the passenger side and remove a few screws on the trim panel under the glove box. Theres a black control module with a green connector. There should be a lock tab on the connector. press the lock tab and pull out the connector. The alarm should now be disabled. But if it has the special transponder key this may not work.
But if the only reason you want to disable it is because of the motion sensor setting of the alarm for no reason there is a solution for this. To disable the motion sensor, hit the lock button to arm, then hit lock button again within four seconds to disable motion sensor. Red light on rearview mirror should flash four times, then pause, then start flashing on regular intervals. this is most likely the reason if your having the issue where the alarm goes off every 20 minutes. If you want to completely remove it below is a wiring diagram taken from the manual for you alarm system. this is from the manual its the alarm wiring diagram.

A 97 dodge ram does not have an alarm system available from the factory. I would suggest you bring the vehicle to the aftermarket installer and have them repair the faulty unit.
there is no "override switch" if there was, anyone could steal the car. if its a factory system, you will need a dealer to print a diagram and part of the service manual to diagnose it.
I had problems with an alarm. the ground wire was loose. i deactivated it by disconecting the ground wire. when i repaired the ground connection. it worked well.
