the brakes need service.
some shoe brakes do that normally if lightly applied.
they can act just like banjo string plucked. a shoe chatters fast.
they sell parts to stop that. if annoying. it is.
a brake shop can solve this easy.
any time brakes act odd or make odd sounds or leak fluid
it must be inspected first. drum off, see damage or shoe shot.>
or drums need to be turned(milled)
it needs and inspection for sure.
1-2-4-3 from crank end to rear of the block. Looking directly down at the top of the distributor with it in front of you and moving counter clockwise, the right hand tower closest to you is #1, the tower to your left is #2, the tower to the upper left closest to the block is #4 and the remaining tower is #3. Good luck

idles 3000 RPM, hot or cold? engine?
on most engines, this is 2 things, (and lots more , ask)
