You probably have a bad ignition switch on the column. Dodge trucks have a wonky aspect to the ignition key switch. My Ram does the same thing. While parked, put the key in and try to wiggle the whole ignition cylinder. If it even wiggles slightly, the switch assembly (on the left side of the column, under the plastic) is probably your problem. You can buy aftermarket replacements for about 50 bucks. Pretty easy to replace. Youtube has a couple videos on how it's done.

If it has known good spark and fuel pressure try spraying carb cleaner in the throttle body while cranking engine to see if it will crank.

I have a 2002 sunfire... and i have trouble turning it on. Once it startes it is stuck there because it will not turn at all. Once it is in this position the wipes wont work, the windows wont roll down,...

sounds like you need a new ignition, reason nothing works cause once it doese turn over n starts the car the tumbler is stick in the starting position jus not far enough to keep the starter engaged but far enough the it still trying to go trough the start process which cuts the power to everything else till the ignition returns to the on postion

did you try jus turning the ignition far enough to when the starter engages jus let go of it so the car doesnt start and see if everything else still doesnt work if it dont i belive its the igniton

also with out starting it or engaging the starter as in just turning the key on to get power does anything work?

Sierra 1500 wont turn over 350. locked up???

Have the battery tested for a dead cell. It may test at 12 volts but that doesn't mean there isn't a dead cell. Also, if the motor has good compression you probably shouldn't be able to turn it over by hand at the fly wheel. Maybe an old school motor with V belt, but not a newer motor with all those accessories attached to the front.
