Its a no crank, (mine i can push start)
no crank means 1 of 2 things.
the cranking system is failing.
or
the key line fails.
no engine stated
no transmission stated, stick or auto.
did you drive car and it stalled and now wont crank
or sleep overnight and now wont crank.
is battery at 12.6vdc (a $10voltmeter)
yes, or no., if not 12.6vdc then the battery was discharged.
the battery will discharge for 3 reason (new bat)
1: dead charging system on car.
2: phantom drains, or left on lights. parked.
3: cranked it flat.
the tests are easy,

Dirty terminals, happens all the time. Did you have the battery tested? Or just know it's OK? Did you check the water? How about the electrolytes? Get the terminals cleaned off with a wire brush, and scrape the insides, make sure they are tight. I have replaced more batteries this week, must be the weather. One was stone dead, 5 volts and still started the car?? Couldn't believe it, good car. The other 2 were dead with 12+ volts but wouldn't start anything, both got new terminals, and both got cleaned up. NO problems. Check it out. Lastly, the solenoid in the starter could be bad if everything else checks out, whack it with a hammer while turning the key, if it jumps, you found it.

if the engine is turning over,youre either not getting fuel or not getting spark,my dad's mistubishi had the same symptoms as yours,i found that his distributer is bad but there can still be other bad components, cam and or crank sensor, bad ECM, or no compression due to a bad head
1994 , was the last year, of the LAST car here (USA) with a CARB. . which engine, ?

carburetor ? only one engine had this in 1994, Isuzu.
the other has EFI and for this day forward, in USA.
was car parked for a year? (fresh fuel, not old)
when was last time it ran good. ? weeks/months /years?
I presume it cranks fast. (sounds like it wants to start)
sound to me like it's flooding.
are the spark tips soaked in fuel? (a test)
"I put gas in" (in to what) the carb neck, the gas tank? where?
in the 50% chance its a CARB
did you try to start it with the choke blocked open.?
