A number of reasons that dash lights will not come on. Let us start with the first. Do the parking lights come on on the outside of the vehicle when turning the switch on? If so, then I would suspect that you most likely have a bad dimmer switch. That is the switch that dims the dash lights. They commonly go out.
If the parking lights are not on then I would suspect a parking light fuse. If parking light fuse is good then I would suspect a headlight switch.
Most likely, based on experience with Neons, it is usually the dimmer switch. You can buy a dimmer switch on the internet or at your local auto parts store for a relatively decent price.
