Try connecting power directly to the horn and see if it goes off. If not, it would seem it needs replacing. If it works, maybe the horn switch on your steering wheel is broken. A simple process of elimination.
Press panic button on the remote to check if horn is broken or if the switch in the steering wheel does not work.
Also check fuse for steering wheel module.
I don't have a diagram, but if I understand what you're saying, there is a copper ring at the top of the steering column, visible before you install the steering wheel. The copper pin is connected to the horn button. The intent being that when you press the horn button, it completes the ground from the steering wheel through the horn button, through the pin, to the copper ring.
If this is correct, there should be no contact between the steering wheel and the copper ring other than the pin. Check to see if there may have been a spacer (washer, etc) below the steering wheel on the steering shaft that holds it just far enough away from the copper ring so that only the copper pin makes contact.
LOOK UNDER THE LOWER AIR DEFLECTOR FROM BELOW THE RADIATOR. IF YOU HOT WIRE CAR HORN AND IT WORKS.YOU HAVE TO REPLACE THE WHOLE AIRBAG IN STEERING WITH HORN CONTROL BUTTONS.YOU NEED TO DISABLE AIRBAG IN STEERING WHEEL WHEN REPLACING AIRBAG AND HORN CONTROL BUTTON PAD.JUST TURN OFF RADIO FIRST, THEN DISCONNECT REMOVE THE NEGATIVE BATTERY CABLE.WAIT 20 MINUTES BEFORE WORKING ON AIRBAG AND HORN PAD IN THE STEERING WHEEL.
While I applaud your ingenuity, when something doesn't work, you do have to learn to back off and get the right parts. It is never a good Idea to Jerry Rig a Jerry Rig!
REMOVE HOTWIRE HORN OR PRESS REMOTE BUTTON LOCK CAR DOORS IF YOU HEAR CAR HORN BLOWS WHEN ACTIVATE CAR ALARM. HORN WORKING.MORE LIKELY THE AIRBAG AND HORN PAD NEED REPLACING.IF YOU GOING TO FIX. DISABLE AIRBAG IN THE STEERING WHEEL BEFORE REPLACING THE AIRBAG AND HORN PAD. TURN OFF RADIO.THEN DISCONNECT NEGATIVE BATTERY CABLE FOR 20 MINUTES BEFORE REMOVING AIRBAG IN STEERING WHEEL.THAT HORN PAD WITH AIRBAG IS NOT GOING TO BE CHEAP.
The horn relay might have welded contacts (stuck in the on position). Pulling the relay should stop the horn.
The wiring harness on the steering column might have a broken wire to the horn relay shorting to someplace that applies power to the relay. In this case, turning the steering wheel all the way to one side or the other may stop the horn, and it won't sound when you press the horn button.
The horn button in the steering wheel is stuck on or shorted.
