Check for applicable trouble codes. To check codes, yourself, at the least you need an obd2 code reader. Some of the national brand auto stores will check codes for free, if you can get the vehicle down there.
How hot does the engine get in degrees F?
Did you check for voltage at applicable fuse circuit, hot all the time. You can use test lite to check for voltage at fuse circuit.
Your coolant temp sensor has some control over the fans. Replacing parts is not very good diagnostics. Just my opinion.

Load placed on the engine takes place when the Compressor clutch engages. It will not engage if the system charge is too low on freon. It needs to be checked with a gauge, I think that may be your problem.

there is a fusable link attached to the battery and there is a AMT fuse in the box in the car, that says ac/heat. (I think) You may have to replace your relay or some other part of the cooling system.
Another thing is to check your fan and see if it works by direct connecting it to the battery. HINT- test the fan in an upright position, like it sits in the vehicle.

it must be cut away within the surrounding plastic circles and reinstalled with dealer blower install kit. It's not the worst thing GM has done for design, but it's pretty bad.

Hi, Did you check the thermostat. If the thermostat is stuck and will not open properly, the fan will not come on. Have it checked out. Good luck.
