Someone broke the ignition cylinder so i replaced it and was given key y159 which is not a chip key, started the vehicle three times but all three times vehicle turned over then seconds later died , and now wont crank or anything , all dash lights and everything work. had a lock smith come out and make the correct key for the vehicle {Y160} which has the chip and when it was time to program wouldnt allow him to access ECU' WHY NOT AND WHAT SHOULD I DO NEXT
In order to program a new key, you have to have two working keys that are already programmed. The engine control is programmed that way to prevent a parking valet from programming their own key.
YOU MUST HAVE TWO WORKING KEYS or the controller will shut off the engine.
The locksmith should have changed the pins in the new lock to match your original key. The controller would have recognized it and let you drive the car. So, you either need to call the locksmith back to fit the old key to the new ignition cylinder, or get it to a dealer so they can instruct the brain to accept the new key. And get two keys while you are at it as a back up.

Check the battery connections. If they are dirty, corroded, the lights will work, but there won't be enough connection to crank. Also, if the battery is getting old, it could be going out as well.
Clean the battery terminals with a batt terminal brush- also clean the cable ends.
Charge or jump start your car and run for a while.

you may be right, try a spare key, that will elimanate the key chip, you will need a scan tool to diagnose this problem, also with key in crank position is there power at starter, the scan tool can tell yuo if computer is reading key chip signal and if signal if right and also you can see if starter is receiving start signal, good luck.

unfortunately only ones that can do reprogramming are the Dodge dealer(they will always be able too) only a few independent repair shops can i also know of one lock smith shop in my area that can
so you really have only 2 options
take to a dealer
or spend some time on phone finding a repair shop that can (might be a little cheaper but take u more time to find one)

I'm guessing that it isn't even turning over. There are a couple of things you can check. Both are in the power distribution box under the hood of the vehicle (see picture below). Also below is a picture of the fuse and relay layout. There is one fuse directly related to the starter relay (number 8 marked with a red arrow) and also the starter relay itself (also marked with a red arrow). I hope this helps.
