Brett has the answer to this. Bad headlight relay.

Hi Anonymous, check the headlight relay under the bonnet in the relay compartment . Get a voltmeter or 12v probe tester and see if coil on relay gets 12v from the head light switch
If no voltage at relay coil then check switch and the fuse.
No headlight relay I know of. If none of the headlights work, problem could be the dimmer switch or the circuit breaker built into the headlight switch. You would check for voltage in and out of the switches.
If there is a relay, it's probably inside the switch. Your headlights have fuses, both left and right (my '87 celica does). If they are good, and bulbs aren't burnt out, then probably the switch is bad.
doesn't show a relay, just a headlight switch and dimmer switch, the headlight switch has an internal curcuit breaker so if something shorts it want let power out to the dimmer switch. hope this helps.
Headloght switch or dimmer HI-Lo switch is what I would look at. The power to the headlights goes through the dimmer switch before it gets to the bulbs. No relay!
I am working on my 85 DL right now and got a few surprises when I went behind the dash - someone had been there before and moved a few things. I've owned the car for 21 years so it happened quite a while ago. I pulled my instrument cluster out along with the headlight switch. I suggest that you pull the headlight switch, ( a screwdriver removes the cover, after you've pulled the switch knob off with a good, steady tug on it.) Check for a loose connection. I found that Volvo and Haynes can't agree on the location of the relays so get a part number from the dealer for the headlight relay and then get started looking under the dash, especially under the middle A/C vents for the one you seek. I also found one hidden on the driver's side at the bottom of the center pedestal. It's black if that helps any.
