for nothing on the dash to work ,it indicates that a ground wire is missing, broken or the ground point is rusted

There is a Relay usually in the interior Fuse Panel under the Dash for the Turn signal that's where the clicking noise comes from also when your turn signals are on, I suspect you have a bad Relay or even a Fuse. Its unlikely the bulbs simultaneously went out in the Dash. So check your fuses and the Turn Signal Relay.

LOST BOTH FLASHER SIGNAL AND TURN SIGNAL

Check all fuses first. Then if they are not blown , check the bulbs and the wiring to the turn signals. Starting at the bulb socket and working your way back. Seems that the current is broken somewhere along the circuit.

Replace the turn signal switch. They can be fixed if your up to it, but you have to disassemble the switch. there are parts that have to go back in the right order. Let me know. The longer you let this go , you will start to lose the headlights. All the outside lights run threw the turn switch.

Turn signals won't come on inside or outside of car but hazard lights come on inside and outside of car

Check turn signal fuse, if fuse is good, check turn signal flasher, this is identical to hazard flasher, I believe on the 1997 it is located under the dash near the center console. The turn signal and hazard flashers are the same part number so try switching places with them and see if the turn signals work. If turn signals work after switching them you need a flasher.
