Have you had it to a shop that has a professional type scan tool that can view engine sensor data parameters ? Do you know what those are ? Idle air control counts , mass air flow sensor data , MAP sensor , TPS - throttle position sensor , crankshaft position sensors , Cam sensors , engine coolant temp , intake air temp etc......

Idled high, replace IAC and PCV, now idles low and stalls

On modern day cars the parts that get fitted need to be adapted to the ECM using a decent diagnostic machine. I bet that this was not done and the car is now suffering as a result.
Something to try is resetting the ECU, simply disconnect battery for 10 minutes, reconnect, then start car from cold *without touching gas pedal* and leave idling until the rad fan comes on (this resets all the base idle settings) then take it for a drive - hopefully will solve the problem

A couple of things worth checking out:
  1. If it only hesitates and stalls when its cold and smooths out when its warm, I'd check the MAP sensor and TPS
  2. If it's sluggish all the time and stalling, it's very possibly the catalytic converter

99 Grand Marquis won't stay started when engine cold.

Here is the most common cause of this stall, it is the idle speed control air-bypass valve and throttle valve, they get full of gunk over the miles and cause idle issues (stalls) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake

Stalling automatic

You need to clean the throttle body and idle air bypass valve with spray carb cleaner, hold the idle high while you do this as the engine will try to stall, disconnect battery when done for 5 minutes then reconnect and drive a few days to relearn idle strategy.
