Does the compressor turn on ? Did you check for B+ voltage at the relay ? Do you know how to do electrical testing ? Test the B+ voltage at the A/C high pressure switch , plus the clutch cycling pressure switch . The PCM energizes the relay turning on the compressor clutch relay . This is just a guess here, but, does it have gas? If there is no gas, the compressor won't start. Also check the connections in the compressor housing, and the switch inside the car, the one that turns it on.

Auto Zone has that information on line here. You didn't say what size engine you have or whether it is OHV or DOHC, but according to their numbers, almost 90% of 97 Taurus are 3.0L OHV.

Check to see if you have power at the electrical connector on the compressor. If power is there, check the ground on that connector. If both are good, the compressor or it's clutch is bad. If no power is found at the compressor connector, check for power going into the low pressure switch (found on the accumulator). Often, if the A/C is left on when the system is low on Freon, this switch will turn on and off repeatedly and be ruined. If there is no power at the low pressure cut out switch, the problem is in the dash.

use a 15mm box wrench on the nut retaining the tensioner pulley to pry the tensioner 'arm' against the spring to release belt. note belt routing on decal under hood,or make a sketch,to aid in replacement.
on OHV engine rotate clockwise
on OHC rotate counter clockwise
be sure belt is completely seated on pulleys
