All these systems are controlled by the GEM, that is the Generic Electronic Module, have Kragen run a quick test and see if the system has codes, but most likely the Module is defective, it is located on top of the fuse panel to the left of the steering column. I have 30 years as a Ford tech so I am pretty darn sure of this diagnose.

I had the same problem, the wire to the controls broke in the flexible part of the door hinge I had the cut into the rubber cover test the wires find the broken one and splice it

on your model vehicle it is most common for the MLP or manual ever position sensor (sometimes called a neutral safety switch) to malfunction and not allow certain accesories work..such as your RADIO or POWER WINDOWS. i would check the connections @ the MLP and if green...hope this helps you

1995-1998 Windstar - Engine compartment fusebox / distribution center: fuse letter "G"

1999-2003 Windstar - fuse #'s 106 (passenger side) and 113 (drivers side) in the ENGINE COMPARTMENT fusebox control the power window motors.

1999-2003 Windstar - fuse #'s 18 in the PASSENGER - INSIDE fusebox control the power window motors.
The owner's manual identifies 2 fuses, #34 for the drivers side, #40 for the passenger's side. The Fuse panel is located under the dash, driver's side, close to the side wall. Squeeze the fuse cover plate to remove it and use the fuse puller on the underside of the fuse cover plate to remove the fuse. #34 and #40 are 30 amp fuzes and adjacent to each other

My 1998 ford windstar windows on either door does not work but the back does. is there a fuse that operates it? and if so, where is it located cause the fuse box panel is missing.

Usualy the power windows are on a automatic reset circuit breaker and if they are all on the same circuit. So if one or two are working the problem is most likely in switch or motors.

This sound like some type of relay switch failure in the fuse box, you need check all the fuses and see if they're all intact and make sure none of them are burned out. If all these are not working you have a live wire some where in you wire harness

Radio and electric windows not working

Yes, it is most likely a fuse issue. Two things going out at the same time usually leads to the fuse block.
The radio and the clock are on two separate fuses. The clock runs on the constant power (yellow) wire to the radio... and the radio itself runs on the red Ign./accessory wire.
pull the fuse cover off and look on the sticker on the cover for the radio fuse and check it. I'm betting it is burned out.
