I looked info 96 Chrysler T&C 3.8L engine. Do you or don't you have primary voltage to coil pack? Your post seemed a little, ambiguous? At the coil pack, dark green wire with orange tracer should be hot engine cranking, use a test light. That voltage comes from asd relay. Your fuel injectors get the same voltage. I'm not saying the relay is faulty? Usually the computer has to see cam and crank sensor signals or it won't energize the asd relay. Any applicable trouble codes?
I would first replace the crankshaft position sensor. it is most likely the reason for the switching signal is not leaving the coil pack. unless the coil pack itself is bad. good luck
There are 4 bolts on top of the engine that remove a cover, this is the coil pack. Once you have it off there are a few more bolts to remove to get the pack off.
The park/neutral position switch prevents the car from being started
when the transmission is in any gear other than Park or Neutral.. When
the transmission is in Reverse (with the engine running), the switch
completes the back-up light circuit, illuminating the back-up lights.

two things on these car i see a whole lot of in my shop. coil packs almost always and fuel injectors. because this is a post 96 and not pre 96 i have to say i see way more coil packs on these years and way more injectors on the older ones.
