If you mean you want to start the car without the switch interfering, yes, you can do that by cutting the tan wire from the starter relay and grounding it to the chassis. This will allow the engine to start in any gear. However, the switch does a lot more that neutral safety. It tells the pcm what gear you want to choose. So, if the switch is bad, it could give the pcm bad data about your selection. Bottom line is, the car should start (please have your foot on the brake when you try), but the transmission may not work as expected.

Make sure tranny is in park or neutral and the parking brake is set. Use jumper wire at the starter relay, terminals 25 and 26 in diagram, the starter should crank normally, does it? If so, the problem is on control side of relay. Can't tell from here if ignition switch--or pcm? The pcm is ground for control side of relay. It could also be wiring circuit or connector?
When testing make sure tranny is out of gear and vehicle can't move. Safety is your responsibility.

What controls the Back Up Lights is the Neutral Safety Switch/Back Up Switch, located on the transmission shifter (engine compartment). Check for 12v+ coming in from the fuse box to the Neutral Safety Switch, if OK, check for 12v+ out of the wire going to the back up lights when in Reverse, if no power, replace switch, if there is power, check wiring from switch to back up lights.
