You aren't giving us details on the vehicle. What is the manufacturer, year, model and engine size? It is possible that when the timing belt broke that there was internal damage done to the engine as many are interference engines, meaning that if the timing belt breaks the pistons and valves will collide, causing bent valves and/or broken pistons. This will cause loss of compression and a no-start condition. Assuming you have the belt installed properly, check the engine compression. If it is low, then you'll know you trashed the innards and will need to disassemble and repair the damaged parts.

Not sure what spec your looking for. I replaced the tensioner pully on my F-150 302 last year though. And basically the bolt is left hand thread and turning the bolt gives the slack in belt needed to take belt off, and put back on. Hope this helps.

You may have the wrong size belt,see if there is another listing for the belt.

You need to inspect all of your pullies and make sure that all of them spin freely and have no side-to- side wobble. Also inspect your belt tensioner to make sure it is not broken. some cars have problems with the belts coming off if snow or water gets into them. There are technical service bulletins that address this problem on a couple of vehicles. I don't know if they apply to yours because the problem as I am reading it, does not have Year, Make, Model, or Engine size in the description. If the belt seems like it is way too long by several inches, you may have either a pully that is completely missing or the belt is not routed correctly.

It sounds like you have a bearing going in one of the idler pully's or the Alternator. hard to pick which one would be best to take to shop & have them check with a stethascope.

Check all the pullies that that belt rides on, I bet one is either frozen or loose and rubbing on somethng, burning the belt up.

this is a common problem with dodge, crysler, and plymounth modles with 6 cylinder engines the alignment is slightly off of the pulleys
dodge had this in their service bulletins years ago and but didn't bother to tell anyone about it. you'll need either a replacement idler pulley wich should come with a washer that fixes the alignment or you'll need to purchace a belt kit that replaces the tentioner pully idler pully and has a new double sided ribbed belt.

It very well could be the tensioner if it does not sit straight, or the idler pulley if the bearings have gone out, but usually 99% of the time it is the power steering pulley that is pulling out from the power steering pump, and that is usually what is causing the belt to mis-align especially at the waterpump pulley, check the alignment of that pulley very well.

there should be a tension idler that has to be retracted to give the belt slack most has a 1/2 inch square hole in it for a break over bar to fit in it to realese tension however i have not delt with this particular model but most are the same also be sure to carefully look at how the belt pattern is or if it still has the sticker for belt routing on it realese the tension and slip belt off first pully making sure not to put yoru finger between the belt and the pully after the first pully has been cleared the the tensioner can be released and the belt removed then put new belt on all pullys but one at this point tensioner bust be realesed again ultill belt is plased on last pully be suer belt is inline with all pullys

Yes, the harmonic balancer is broken. It is what the crank pulley is bolted to.
