Having trouble with 02 Lexus ES300. It cranks but the motor won't turn over. I have checked all fuses, relay switches, oil level, battery changed to a new one, battery terminals are clean, used starter fluid. Changed the ECU.
How can it start if the engine doesn't turn over, please clarify?

Is the security light flashing or on steady? If not you have other issues like a failed part or problem in the electronic engine control system. You should have a fault code test run with a fault code reader from the diagnostic port under the dash.
