First you have test the circuit to find out if it's shorted or an open circuit ! Do you have DVOM - digital volt ohm meter ? You can buy a cheap one for $10.00 - 15.00 at auto parts store . Then you'll need wiring diagrams so you test the right circuits . You can find free wiring diagrams at http://bbbind.com/free_tsb.html . I have a 2005 dodge neon that will crank but wont start. I have replaced the cam shaft sensor, crank sensor and the coil pack. Iam also not getting spark to the coil pack. Any suggestions?

Primary voltage to several systems, including the ignition coil, dark green wire with orange tracer. That voltage comes from asd relay. There is a fuse for asd relay. To check for voltage the engine has to cranking. The control side of asd relay, the computer has to ground it before it will energize. Did you check wiring circuits for cam and crank sensor connectors before replacing sensors? Are there any applicable trouble codes?
Are you ok with testing wiring circuits?

You don't do an ohm check . Hook a test light to battery positive an have someone crank the engine over an touch the point part of test light to the PCM circuit at the relay socket . How do i fix crank but no start?

Usually a new computer has to be programmed. Was the computer programmed?
Voltage to the load and control side of asd relay, is hot all the time. The computer grounds the control side of asd relay for it to energize.
The code is for idle air system, the computer controls that wiring circuit.

12, Direct battery input to PCM was disconnected within the last 50 Key-on cycles 42 .An open or shorted condition detected in the auto shutdown relay circuit.
An open condition detected in the ASD relay output circuit.

On 1996 dodge grand caravan code 42 from blinks from chedk engine light.

A code 42 is the Auto Shutdown Relay Control Circuit....The ASD relay is located under the hood in the Power Distribution Center next to the battery. Change the ASD relay, that should fix you up. If that doesn't work...you might have to check the PCM. But replacing the ASD relay should do it.
