i have same problem on 1997 s420, don't know why it is happening. but you can replace cigar lighter fuse then replace seat/mirrors/steering wheel fuse and all is well. thnx

Sounds more as if the retraction spring would not be engaged.
There are two springs in the W140 seatbelt. The comfort spring is engaged during driving when the carkey is in the whole and the belt is fastened. As soon as you either pull out the key or press the button of the belt lock, a second retraction spring comes up and pulls the belt harder. Check this by pulling out the key with the seatbelt on. You must feel how it gets tightened, but I believe you won't.
Either the spring is broken or the electromagentic contact engaging the spring doesn't switch. If you are lucky the latter is due to a contact issue under the respective seat. Check plugs under the seat first.
