I can start my 1999 crown Victoria with spark plug #1 disconnected but, if I connect it, it will shut off and will blow the fuse

A bad plug boot or coil is shorted bend the boot back and forth it will show a crack or even break if it's to brittle if not that coil or the wire or plug is dhorted out look at the wire for torn insulation making contact to ground if not coils bad and maybe cracked letting the positive voltage escape to ground and blowing the fuse try to check it in the dark while someone cranks the engine the voltage leak will be seen as a spark

2003 ford crown victoria shuts off when driving i try to start it up it just cranks but wont start. Already changed the fuel pump and spark plugs and that dont seem to work. Any one please Help??

You'll first need to find out if you are lacking fuel or spark to know where to go next. Do a basic test for fuel pressure with a gauge and spark at the plugs when it fails to start.

Why does 20 fuse plugged into 16 fuse hole spark and blow.

It is doing its job(blowing when there is more current flowing than there should be). What circuit is that fuse in? Whatever the load is(light switch, radio, etc) has an internal short or the wiring between the fuse and the load is shorted to ground. Also never replace the fuse with one that has a higher current rating. That's when you start melting wires and other things that you don't want to melt. Good luck!

with out knowing what you have for tools unplug different parts of the system and try another fuse like the compressor clutch the pressure switches and plug them back in one at a time til the fuse blows if you have a ohm meter check to see if any part is shorted to ground

Car not starting or turning over indicates towards multiple possibilities. It can be issue with battery or weak battery. But if battery checks out ok, then it can be starter issue or faulty alternator or problem with low fuel pressure or no spark at spark plugs due to dirty spark plugs or faulty ignition coil or injectors getting cracked or dirty and needs to be cleaned.

1997 Crown Victoria: 92 crown victoria get no spark...

Attempt to change all of the spark plug wiring and spark plugs. Then start the vehicle.
