The system is self bleeding, no bleed port is needed. You can use the fuel pressure test port to bleed it if you want, but just holding the gas pedal to the floor while you crank the engine will bleed the air out very quickly..
The all in one PGM/fuel pump relay is bolted to the upper left hand side of the drivers foot well. It should be gray box with lots of wires coming out of it.
If I remember correctly, on the prelude it can be reached through the trunk. Lift the carpeting and/or mat to expose the access door.panel. Disconnect the negative side of the battery for safety purposes. Label the fuel lines with a piece of tape if you like. Disconnect them. Remove the nuts that hold the assembly in. It's usually best to put a mark on the pump and the tank, just in case you have any trouble aligning the new one in the tank. Carefully remove the pump assembly with a lifting and turning motion remembering what angle the pump faced. It's relatively quick and easy.

I woulldn't worry about that fuel too much. Let me know if you have done anything to the motor, i.e., cleaned the spark plugs, checked the oil, water/radiator fluid level...corrosion on the battery. What does it sound like when you try to start it?
They make products to add to the gas...fuel stabilizer for example.
This prelude model on my experience the cause of in emission either map sensor near the throttle body and the small hose is connected. Next the coolant sensor below the distributor w/ two wires and the fuel pressure is cause by bad fuel pressure regulator at the end of fuel rail or the fuel return line closed.
