The TCM is integrated into the PCM module. .
The PCM/ECM is under hood on the firewall around the master cylinder, there should be two to three bolts that need removal to come out on front side of fire wall. Disconnect the battery negative cable before any work is done.

Question edited for clarity and typos, 'modular' > 'module'.

Also check the relay. You can put a pair of wires from the battery to fuel pump to test.

Where is the flasher relay on a 93 lincoln continental 3.8

There is no external turn signal flasher on a 2001 Town Car. The flasher unit is an internal part of the Lighting Control Module (LCM) and can not be serviced seperately. The LCM is located under the dash to the right of the steering column. It may also be referred to as the MECM (Mutli-Function Electroninc Control Module).

My 97 lincoln Continental go's forward just fine. I can feel the transmission shift into reverse but will not move. If I give it the gas the engine speed stops at about 1500 rpm

The TCM or transmission control module may be bad or a stuck trans. shift soleniod. It may be worth it just to take it to a certified transmission shop to have them run a diagnostic check to retrieve the TCM's trouble codes then go from there.
