This is mounted on the anti lock brake block that the brake lines come out of that module controls the anti lock brakes air suspension and traction control

There is no external turn signal flasher on a 2001 Town Car. The flasher unit is an internal part of the Lighting Control Module (LCM) and can not be serviced seperately. The LCM is located under the dash to the right of the steering column. It may also be referred to as the MECM (Mutli-Function Electroninc Control Module).

The TCM or transmission control module may be bad or a stuck trans. shift soleniod. It may be worth it just to take it to a certified transmission shop to have them run a diagnostic check to retrieve the TCM's trouble codes then go from there.

Where is the Ignition Module/Control Unit on a 1996 Lincoln Continental?

No two entirely different transmissions.
Town Car is rear wheel drive and Continental is front wheel drive
