Your vehicle has no BCM ! Which interior lights ? dome , courtesy , insturment panel ? Dimable light's ? Stuck door switch ! Find a wiring diagram at http://bbbind.com/free_tsb.html ! Do you know how to do basic automotive electrical testing ? Videos on youtube . The wiring diagram is showing a dome courtesy lamp relay , if the contact's were stuck closed the light's would stay on . But there is no BCM .
Testimonial: "That explains why I can't find it :) courtesy lights. It's lights on the under side of the rearview mirror, one on each front door, 2 in the back above the rear seat passengers. I do know basic troubleshooting. I'll check the relay."

I would ask a clarification request but it can't be done for this format. Anyway. Does the car have any type of aftermarket add on? Alarm, remote car start?
The Bonneville has a very sensitive electrical system. If there is an add on device there's a possibility that it has failed. There's more to installing an aftermarket device in a Bonneville than a simple install in a 'normal' car.
Another thing to check is the trunk and hood lights/switches. It's possible that the switch is broken or failed and is causing you the problems. Check to be sure that the trunk light and under hood light turns off when closed. They do take quite a beating over time.
Hope that helps.

I AS A FORD TECH IN A LOCAL DEALER FOR 20 YEARS, THERE IS NO MODULE CALLED A BCM IN YOUR CAR, GM CALLS IT A BCM OR BODY CONTROL MODULE, THE GEM AND GM BCM SERVE THE SAME FUNCTION, AND YES THE DOOR LOCKS RUN THROUGH THE GEM ON FORD'S, AND YES IT MAY BE ON THE ELECTRONICS TRY IN THE TRUNK, IT IS THE WINDSTAR THAT HAS IT ABOVE THE FUSE BOX, SORRY, BEEN A FEW YEARS SINCE I RETIRED. OH GEM STANDS FOR GENERIC ELECTRONIC MODULE
SOURCE: pass key stays on1995 buick roadmaster car want crank
Short circuit probably not the problem. The pass key system is not being disabled making the car inoperable, thats why it will not crank. Either you are using a key that does not have the correct resistance(black chip in key) or if it is the same key you always used then the pass key sensor went bad. I believe it is in the steering column and a qualified mechanic could help you there.

MAKE SURE YOUR INTERIOR LIGHT SWITCH IS OFF.IF ALL IS GOOD.YOU COULD HAVE A FAULTY DOOR AJAR SWITCH.
