Yes the PCM may have been fried.
I replaced my main relay under steering wheel and my ecu but my car still doesnt start and the parking lights still on also when it tries to start the engine sounds dragging like the battery is dying and its a brand new battery and when you turn the key you can see the starter arc and a puff of smoke comes out. Is it the starter?

if the engine starts, then dies when you release the ignition key, it could be the ignition switch

Hi I would check to make sure it is firing good and getting gas . If it is getting gas and the timing is good but it is not firing I would check the ignition module out . It will cause this.
