You say over hauled. I over haul/rebuild engines and transmissions. The places I have worked don't. I did two engine rebuilds last week. One top end (head job), one bottom end (crank and bearings). Neither was an engine rebuild. But that is what you got charged.

Clearly the engine isn't running right and whatever is wrong with it needs discovering and putting right and a fuel pressure and delivery test will be part of the diagnostic process.

It is possible, considering the age of the vehicle and the fact lots of things will have been disturbed during the engine overhaul, that some of the electrical/electronic connections could be less than perfect, sensors damaged or just plain old and vacuum pipes split or wrongly connected.

The big mistake with working on old vehicles is assuming any repair or replacement will be straightforward when that is far from the truth. Things on older vehicles take two to three times longer because you don't simply fit an item as much as build it in to the vehicle with a high degree of engineering skill.
Failure to take that approach results in an inferior, flawed and unreliable vehicle that just wasted a load of money.

When the engine stops, the power steering stops because the engine powers the power steering pump with the serpentine belt.

There could be many reasons the engine stopped and the fuel pump is just one of them. Check for DTCs and diagnose the vehicle electronically with a pro grade scan tool computer.

vary old 1991 down under Diesel. engine no size engine told.
Fourth generation (H100; 1989-2004)! ww all these engines. and matters huge for the cure and parts that match that engine,, not told.

now my answer based on no engine told
HL are 2nd problem. if battery is good and alternator good
and battery reads 13.3vdc to 15vdc at idle if not ALT is bad.
but you'd know that driving 1 hour or more, it would stall. (maybe)
first off the glow plugs must all be good or cold starter will fail or be horrible in some way.
2nd great fact is runs great engine hot. see that is important too know.
bad wring for HL, the starter motor will fill if batteries are weak
fail hard. that.
so you have power it cranks and if HL fail HL are bad, wiring?
got DRL down under ? daylight running lamps. hope not they stink..
or the main fuse box under hood (bay) the box has rusted fuse terminals, seen many here, 1990 cars. rusted bad.
CALLED BAD WIRING.
this bad in this spot effects all 12vdc power to all things in car.
the fuses are huge 50amps or 100amp or more.
so the answer is get the trucks serviced
a real shop that knows electrics and diesels both.
tell them what said, and they will find it, even just looking .

and a glow plug test. for sure.

Can anybody help with a Toyota Hiace starting problem?

Have you checked the fuel lines for dents or kinks? When it is not starting check fuel pressure. If OK then check ignition spark. If both ok then check fuel flow at injectors.

If all OK try pouring a spoonful of oil in each cylinder, install the spark plugs and try to start. If it starts OK and after a while it runs rough again, do a compression test on each cylinder.

Best to have codes read if the engine light is on. start up and rough idle are different. Rough idle can be different things. When is the last time you had a tune up?

The O/D Off light keeps flashing while driving...after 1/2 hr drive...also slow take off at times.

The flashing light indicates an electrical malfunction within the transmission circuit. That along with the slow takeoff would suggest that the problem is a faulty shift solenoid, or damaged wiring harness connected to it. I had the same problem with mine, and it was the Number 2 Solenoid in the transmission. It can be accessed by draining the transmission and removing the lower cover. If the wiring is fractured internally but not completely severed (e.g. due to long term heat exposure and flexion) the problem would only occur sporadically. A temprorary workaround to the slow takeoff is to manually put it in 2nd gear and then back to Drive as you accelerate, that worked for me at least.
