The only thing I have seen a 2 amp fuse used for is to light the buttons on the steering wheel. If that is the only problem, I would live with it. If other things start going out, Look at replacing the fuse panel, they are computers. I have replaced 6 or so in the last 2 months. Different makes and models.

I haven't done a 2009 yet, but all chevy's are on the drivers side, under the car, about at the drivers door, inside the frame.

Before you do any of the expensive things disconnect and reconnect the wiring to the seat I had the same exact problem with my 2009 Chevy Impala and was ready to take it to the dealer when I disconnected the power cables to it and reconnected them I found that one of the Harnesses was loose and the problem was solved

you should be able to however im not sure if it is associated with the on board system if all else fails reconnect it and maby change the batteries in the remote for a starting point
