your waterpump is belt driven....if your belt is on correctly and the pump is still good it will work. the belt spins the pully, the pulley spins the shaft, and the shaft spins the impeller. the impeller "pumps" the water through the motor. I would loosen the belt and see how much play there is in the shaft of the pump. the old grab and wiggle approach. if it moves a lot then it needs replacing.
If both belts are the same age it wouldn't hurt to replace both of them, spray them with a belt dressing before installing new belts. You can get this dressing at Autozone and possibly the belts too. Good luck.
