The only way I know to do this is to pull the seat and see what's wrong (the gears may be jammed, the motor burned out, etc.). Wiring diagrams are available at Alldatadiy.com

too much freon is the same as not enough,you should buy a set of gauges to fill your system.

2000 cadi deville: one fuse box is located under hood on passengers side above wheel,a black rectangular cover with a red flip down cover on one end,move tabs and raise cover, under cover is a diagram of of fuse locations. remove rear seat and you will find two more fuse boxes diagrams are under these covers also.

This sounds like an issue with the little chip on your key. My 96 DeVille periodiclly does the same thing. If you have problems with that chip you have to take it to a Cadillac dealership and have them look at the key. Should be cheap.

make sure you cheak the fuses they should be under the dash by your feet(i have a 1993 deville and the fusebox is by the E-Break) if any look burned either replace them with the EXACT same model (the wrong fuse might cause a fire) if you're not sure have someone else do it

there is a fuse in the engine compartment and a relay located on the drivers side behind the air filter housing, there should be a black box type cover with an access for fuses with a diagram check the fuse then pull the cover and check the relay,it also could have a bad fuel pump, or plugged fuel filter
