99 eclipce key wont turn or it wont shift sterring wheel not locked unless i rock car back and forth

THe tumblers in the ignition cylinder are probably worn therefore won't alow you to turn the key. Try inserting the key and jiggle it around while you are trying to start it. Sometimes it will work.

Have you tried pulling on your steering wheel at the same time you turn the key? Are you up against a curb? Try pulling it both ways. Push gearshift firmly into park and try it. It could be the safety switch in your counsel is faulty.

Almost sounds like a fuse of some sort, maybe a all power relay, also try looking at the battery and see if all the electrical wiring are properly in place.

Check oil pressure regulator, the likelihood is oil pressure, pressure relief, need multiple times ignition, re-established oil pressure.
