Someone changed starter in my 92 grandam 3.1 and now keeps blowing fuse

REMOVE FUEL PUMP RELAY.REPLACE FUSE IF STILL BLOWS SHORT IN PCM TO IGNITION CIRCUIT.IF FUSE DONT BLOW I AM LOOKING AT A BAD FUEL PUMP RELAY OR FAULTY FUEL PUMP.

You should never increase the size of the fuse in anything because you can potentially cause a fire. Are you sure the original fuse was 10 amps? It sounds like if it is for a starter the fuse size should be substantially larger. Check the fuse panel just to make sure that the original was only 10 amps
Possible blower motor is defective pulling excessive amperages causing fuse to blow continuously regardless if its still operable.
