If I unplug the dash the clicking stops and other than not having a dash in the car everything is working

RESET PROCEDURE
With the ignition off, press the TRIP and RESET buttons at the same time you turn on the ignition. HOLD the buttons for 10 sec and the instrument cluster will go into a diagnostic sequence. I dont have the codes but you can find them online (999 means ok).
Doing this procedure will reset the dash cluster which will solve most of the problems.

Check your DRL relay that is located in the fuse box. Also check the connector under the battery box for corrosion. (Not a smart place to put a connector) GM really messed up with the wiring on the 98-00 cavaliers headlights.

Hi, my name is ricky and im 24 yrs old and from Bronx, N.Y . I bought my 03 impala in 04 and i had the same problem in 2007 in which that clicking noise happens. The headlights flicker, and even the gauges inside the car would flicker at times. It has nothing to do with fuses or a relay, please dont spend money on that b.s. like i did..lol I will try my best to explain what i did so that you can save some money and time. READ EVERYTHING AND USE ADVICE AT YOUR OWN RISK.
1st of all - I went to a junk yard/auto salvage yard to find a USED part that i needed. Often there are good parts from cars that have been totalled.
2nd- What i asked for was a Body Control Module. This controls most of the electric issues you are having and costed me about 50 dollars compared to a new one that was over $200 and reached up to $500.
3rd- I went head first under the steering column and found where the BCM was located. Poke around to find it cause it is def. there, hidden well. It doesnt take special skill to remove it or find it.
4th-Replace the BCM, but be advised that after you do this, your car might not crank over.My car did crank over because i installed a automatic starter previously so i could have started it with the remote start.
5th- you MUST take the car to a chevy shop so they can Program your car to the body control module this costed me about $250.

I just had the same issues. No headlights, interior lights, power door locks, radio controls on steering wheel, or dash lights. Pulled every fuse in cab and under hood, not a one was bad. I disconnected the battery terminals for a few minutes. When I reconnected them every thing was working.

First, turn on your car (ON key position) and your airbag light stays on for 7 seconds, then starts flashing every half second. (.5 seconds on, .5 seconds off, repeat)
This means either your airbag is malfunctioning, or it malfunctioned in the past. We'll find out exactly what happened in a second.
If your airbag light is on solid the whole time, either your airbag has deployed, the computer thinks its deployed, or your sensor or wire harness is broken. You're going to need a professional to fix this.
If your light never comes on at all, your METER fuse might be blown, or you might have a wiring fault in an airbag circuit. Go directly to Infiniti and have a professional fix this.
OK, so your light is flashing like I explained before. Next, we're going to enter DIAGNOSIS mode. This mode will tell you exactly what’s wrong with your airbag (according to the computer at least) It's a bit tricky, but read carefully.
1. Turn ignition switch “ON”.
2. After “AIR BAG” warning lamp lights for 7 seconds, [i.e. when it stops running solid and starts flashing] turn ignition switch “OFF” within 1 second. [DO NOT SWITCH IT TO LOCK, SWITCH IT TO ACC]
3. Wait more than 3 seconds.
4. Repeat steps 1 to 3 two times. (Perform 3 times in total.)
5. Turn ignition switch “ON”.
SRS is now in Diagnosis mode.
Try it a few times. If you can't get it to work, have someone else try. If you STILL can't get it to work, check your battery voltage. It might be low.
In diagnosis mode, you're going to hope the light flashes slowly. 2 seconds off, 3 seconds on, and repeats. If your light does this, this means that the computer detected a previous error that hasn't been erased. This is good.
If you get ANY OTHER result, go directly to Infiniti. You've got a real problem that needs a real fix.
Now, to erase the error from memory.
5. If “AIR BAG” warning lamp operates as [as I said before], turn ignition switch “OFF” to reset from Diagnosis mode
to User mode and to erase the memory of the malfunction.
6. Turn ignition switch “ON”. “AIR BAG” warning lamp operates in
User mode. [it should stay on for 7 seconds, then go off, like normal.]
Hope this helps you.
That fuse will be under the driver's side dash. Look for the fusebox there. Your owners manual will show the location of the fuse. If you don't have the manual look for a fuse marked "headlights" or something similar or pull them one by one checking to see if they are burned out.
