Looks like the previous owner ran a bypass wire from the battery to a toggle and back to the coil, turn toggle off and car acts as it has no power to the ignition system and or dash lights, turn toggle on and everything works as it should, but now the issue I'm having is it will crank over but wont fire, ive taken the caps off the coil and I'm getting spark there.

I have had the exact same problem. There is an ignition lock that probably went off. There is a fuse box under the hood. The fuse that says ignition on it pull it out and put it back in. This should reset the ignition lock. Its a safety feature because the car thinks that someone was trying to tamper with it.

I had the same problem with mine. I have a 91 trans am, and My problem was a temp sensor on the motor. I put a new one on, and it fired right up. Hopefully that helps you out a bit.
