SOURCE: where is the drain plug for coolant system on 1999

on one side of the radiator near the bottom is a petcock. open the petcock to drain. Take the radiator cap off to do this to allow it to vent so it will drain out.
If you cant find it, remove the bottom hose off the radiator. This is messy but effective.

SOURCE: setting the timing on a 1999 plymouth neon

The best way for you to do this is to go to a autostore and buy the repair manual for a 95-99 dodge/plymouth neon. That will help you better, because you have to pull apart the front of the motor (passanger side). Its not as hard as it sounds. 90% chance your engine is a sohc. If needed i can give you the complete directions for doing this but easer for you to see it in the book.
hope this helps

The car is a 1999 plymouth neon the spark coming out of the plug is weak and yellow engine will turn over but wont start it is getting enough fuel and replaced the plugs

check the spark output at the coil. If there is still weak spark than make sure there is 12 volts to the coil. If there is than the coil is probably bad.

Also make sure the engine is turning over properly. If the battery is low or the starter is drawing to many amps than there may not be enough power left over to deliver enough spark from the coil.
