You have a bad ground at one of the turn signal lamps an the voltage is back feeding through the circuit to find a ground causing this problem .Do you know how to test ground circuits , how to read a wiring diagram ? If new bulbs don't work, it is probably the harness that holds the bulb. I had to replace both on my car after fighting with the problem for over a year and not knowing.

Have you checked the contacts to make sure they have good contact with the bulb base? I have a 1995 Ford Contour. The turn signal went out. I replaced the bulb and it would work when it wanted to. I checked the contacts and sure enough they weren't making good contact with the bulb. I took a screwdiver and slightly bent the contacts a little. It has worked good ever since.

More than likely its the bulb, the bulb has two filements, one for brake and one for turn signal, If you take it out and hold it up to a light, i bet youll find with a close look one filiment is broken!
