1998 Volvo s70 non turbo 2.4L gasoline... Was driving on Highway car start jerking back and forth, give it gas it wants to die, keeps fouling plugs, can small it running rich... Won't start now??

Try make a OBD readout. Perhaps there are a troublecode stored in the system.
The relay to operate the gasolie pump in the tank can be defective so the solder is getting hot and loses contact.
Po133 is and oxygen sensor code. Replace the front oxygen sensor use a bosch or OE sensor only. P0442 is and evap system leak. Most common fault is a cracked hose at the evap cannister at the right rear of the car.
I hear that, about parts not necessary. Quite a discrepancy among those mechanics. All I could say is to find a mechanic who is familiar with Volvos.
My suggestion,. without knowing what codes were given, is that possibly your throttle body needs cleaning. This is where the air enters the engine, and carbon or fuel deposits tends to build up there. It can get black and dirty over time, and cause problems like rough idle or hesitation.
But anyway, find a smart and honest mechanic-not always easy, but they should be better than guessing after getting the codes.
underneath the front of your car, there is a big plastic tube going into a radiator looking thing ( not the coolant radiator) this tubing is for ur turbo. ull notice similar tubing on the top. one plastic tube at a time go around and look for any cracks u might see but the big problem usually lies where the tubes connect via hose clamps and rubber sleeves. especially the tube going into the cooler under the front of the car. look carefully and get underneath there. takes any plastics off to see. im tellin u if one of those tubes lets outside air in it will cause issues, its called unmetered air that doesnt cross the path of the maf sensor. look around very well ive seen many of these with the same systems. grab the tubes and move them around.
All S70's have a 2.4 liter. There should be a numbers like 2.4 or 2400cc or something like that. The 7th and 8th vin digit is the engine. 55 is a B 2454 S engine. If unsure call the dealer parts dept and they can tell you, based on the VIN number.
