There is a company called PAC that specializes in modules like you describe - keeping the steering wheel controls functional with an aftermarket radio.
Click HERE to visit their site. You have to choose a compatible manufacturer. Basically - it is turning the steering wheel controls into a "remote" hidden in the dash.
CLICK HERE for the PAC installation guide for the 2006 CTS
For best results and compatibility, look for a shop in your area that carries PAC - it is a common manufacturer in the BIZ, and have them install it.
The simple answer to your question is YES as long as you use the module compatible for the brand of radio you are installing.

it will look something like this:
and is usually located on the fender well on the engine side toward the front corner of the car (it may be inside the fender itself)
there would be 2-3 large vacuum hoses going to it which will help in finding it.
Whenever
this warning light or any other stays on in the dash it is indicating
that the systems control module (or the system sensor in the case of
lights like low oil pressure, door open indicators etc.) has detected
a fault, it then disables the system (this applies to ABS,TCS, TCM,
SRS, TPMS, MIL, CEL and BCM faults and others) as long as the light
is on. You must now have the dealer hook up a special electronic
diagnostic tool and "scan" the system for the fault code
that is stored for the problem(s)
