Sounds like the delayed wipers are not working but the regular wipers are working. If this is true check the delayed wiper board in the wiper motor it is probably shorted out.

84 Corvette, no washer, no delay, will not return to park position, All parts new including washer motor and wiper switch. only works on low/high. HELP !!

Some of these old wiper systems had ground issues. Try to run a ground wire to the unit and then a ground point were the wiper motor is mounted. The original would have had a ribbon ground strap that would have provided adequate ground in most cases, but in some cases, just running another ground was needed to fix this problem.

Wipers do not work

Guessed it's a V6. Power comes from 20A fuse 14 in the fuse block. The wiper/washer switch controls the wiper motor for HI/LO operation but an intermittent wiper control module affects the delay interval you select with the wiper switch

Windshield wipers not working on 71 Corvette

Check for power at the wiper motor. The door is vacuum operated the wiper motor is electric. If there is power present the motor is bad, if not check the fuse, and then check the wiper switch. My guess is that the wiper motor is bad.

Wipers only work on occasion

If the 1991 is anything like th 1969 to 1982, the ground is open under the dash at the wiper switch. Check for the ground at the wiper motor when the wipers decide not to work. Grounding is problematic on a fiberglass bodied vehicle. Hope this is of help.

81 corvette Windshield wiper wiring

Hook up an Ammeter in series to the negative battery cable and negative battery post. This way you have full battery voltage during testing .
Then remove the switch for the wipers . Watch the meter once the voltage returns to normal you have found your culprit. If voltage doesn't return to normal do the same for the motor and its relay(I would open up the relay and look it over first)
If all this fails I'll send you the diagram. At that point your on a "Hunt for Red October" I'm out of town currently keep me posted.
