Has the 'Check Engine' light come on? I had this problem at 30,000 miles and the trouble codes set were transmission component slipping. Ultimately required replacement of the transmission.

You are right to be concerned about this behavior since it can definitely increase your stopping distance.
Either your cable has eaten its way into the inner tubing and is hanging up, or the mechanics at the throttlebody needs some lubrication.
With no engine running, have someone inside to press on the accelerator while you watch for movement of the linkage under the hood. Once you have located it, operate it by hand to see how it feels. If the linkage does not return to the stops provided, then use a heavy-duty penetrating oil to soak the moving parts. If it still hangs, then the cable needs replacement.
With the engine running, tranny in Park and the parking brake on, after you have lubed the visible linkage, have some one inside press on the gas and watch the linkage to see if it now returns to the mechanical stop. Carefully move it by hand to see if it is truly at the limits of its travel where it should be at an idle.

The control module is located just behind the ignition coil. Sorta hard to get to but we got it and the van is running great.

The Shift solenoids are located in the transmission oil pan. I would recommend replacing both shift solenoids while you're in there. Also replace the filter and pan gasket. The shift solenoids are located towards the rear of the valvebody and will be identical to each other. They are held in place by a retaining clip which is easily removed with a small screwdriver or similar tool. Care must be taken as parts may fly out of the bore when the solenoids are removed. Hope this helps.

i have a 96 chevy van 1/2 ton and it wont start engine turns and i have spark but no fuel i changer the relay and the fuel pump ? wat should i do ?
