I have checked the owner's manual and there is no fuse listed for the power steering. You can look yourself, the fuse panels and what each fuse controls starts on page 5-80 of the manual

Disconnect the tie rod links to the rack & pinion steering gear, and hand test the front end.
You probably have a binding tie rod or ball joint in the front end. Remember too, the steering pump or the rack & pinion could be bad, creating this problem.
With everything unhooked, the problem should be easily evident.

The power steering is not directly fused in any of the fuse boxes. It would be better is you tell me what the problem is rather than asking for the fuse which doesn't exist.
The power steering fuse is part of the ignition fuse, it uses power from ignition to engage power relay system on steering column next to the electric powersteering motor. Check the two wire port for ground and power with vehicle running. Mostly all saturns with electric power steering are all under a safety recall, with free replacement.
