Dash lights are complicated as power is supplied by a ribbon cable that also does other features. Check the Light Dimmer wheel first as that is the main reason for having no dash lights..

The check engine light is telling you the computer has found a problem with the performance of the engine that can affect fuel mileage or emissions. You have to have the computer scanned for trouble codes, fix the problem, then clear the codes from memory to make the light go off. An auto parts store can scan the computer for free but the light will stay on until the problem is fixed. The problem with the wipers could be the delay part of the motor.
fuel injector will throw a code but plugs and wires dont. you might have a vacuum leak also. check brake booster and vac lines on brake system and intake mannifold.
The oil change light is usually mileage related, and just needs to be reset. It does not know if oil was actually changed or not. Check your owners manual, or stop by a quick lube place for directions on how to reset it. This is not a problem.
sounds like your have a misfire in one of your cylinders...a flashing check engine light with engine running rough. Check your sparkplugs and wires. you should have the code scanned.
