Do you know how to do automotive electrical testing ? Do you know what a relay is and how it works ? Turn signals flashing fast , could be aburnt bulb , flasher module .
VEHICLE RELAYS Operation Diagnosis
Turn Signal Lamps
The HAZ LP fuse in the underhood fuse block supplies battery positive voltage to the multifunction hazard switch assembly. The TURN fuse in the IP fuse block supplies Ignition positive voltage to the multifunction turn signal switch assembly. With the ignition switch in the RUN or START position, ignition positive voltage is connected through the multifunction turn signal and hazard switch assembly to the flasher module which is grounded at G205. When the turn signal switch is placed in either the left or right position, the circuit is complete from the flasher module to the turn signal lamps and to ground. The flasher module then sends an on-off voltage signal to either the left or right turn signals and their instrument panel cluster (IPC) indicator. When the hazard switch is activated, all turn signal lamps will flash including both IPC turn indicators. The front turn signals are grounded at G111 and G112. The rear turn signals are grounded at G475 and G422 on the pickup and G450 on the utility.
Testimonial: "i swapped with known good relays. I swapped with known good horns . I hooked a test light to to positive on battery and to positive lead while disconnected. test light lit up. although not very bright , but it did light up. from there i started removing fuses and relays. light did not go away. also disconnected connectors to components."
I am suspect of the multifunction switch
Don't be suspect , be sure ! Test B+ volt in and out an to the flasher module . Look at a wiring diagramhttp://www.bbbind.com/free_tsb.html
enter vehicle info. under system click on lighting ,then under subsystem click on turn signals .Click the search button, then blue links .Personally i would suspect the flasher module .
Thanks

Unplug the turn signal relay from the fuse box and start you engine. Does it still make that noise?
If yes... Put the relay back in, that is not the problem.
If No...Then the relay could be bad, replace it!
PLEASE RATE THIS SOLUTION! Thank You Very Much!

like he said check you brake box to though. we did that and the wires to the brake box came loose.
SOURCE: front driver side turn signal light doesn't flash
replace flasher......usually located in fuse block area...listen in this area....select passenger side ...then select driver side...you can hear flasher clicking...you have seperate flashers for each...FLASHERS are small cubes plugged into fuse block....probable bad driverside flasher
SOURCE: how replace turn signal switch 2000 chevy blazer?
Since the 2000 chevy blazer is equipped with SRS (Saftey Restraint System), ie: Airbags, which is located in the steering wheel. In order to replace the turn signal switch you must remove the steering wheel. Therefore I would only highly advise you to take it to a dealer to have this done.

On 95-97 and 1998, both the turn signal and hazard flashers are located behind the lower dashboard trim just to the left of the cigarette lighter. You can not get to it without taking apart the trim (stupid design). Or you have to drill a 2" diameter hole in the trim with a velcro cover so you would never have to do it again1999 and later it is under the glove compartment
to disassemble it without drilling
It's behind the panel to the left of the cigarrette lighter. You need a Torx 25 screwdriver and another screwdriver for those hex shaped screws, forgot the size. First unscrew the 2 Torx 25 screws beneath the steering wheel. Then unscrew the rest of those Hex screws on the bottom. The panels overlap, so be prepared for a lot of unscrewing. You do need to unscrew the middle black panel on the bottom, right beneath the cig lighter. It's held by two Hex shaped screws, one on each side and are hard to unscrew. Also you need to remove your spare change sliding tray to unscrew the last hex looking screw. Once you pop your panel off, the turn signal flasher is the right one. The Hazard flasher is the left one. You can find a replacement part at Autozone, and DON'T get the $184 Flasher switch, all you need is the signal flasher. It's shaped like a cylinder with TWO prongs on it.
