Hi before trying the relay make sure you have a good live and earth to the horns if you have and they don`t work it is the horns unlikely to be relay check the fuses and then the horn switch first if your still stuck i need to know year and engine size .

I'd say you're on the right track with the coolant. Usually if it was oil from a blown head gasket, it'd look more like gunk than a thin slick. The type of coolant you need can vary upon your weather conditions. Antifreeze is sometimes a must.

WIPER BLADES MORE LIKELY FROZEN STUCK. OR HAVE A LOT OF SNOW ON THEM. YOU HAVE TO CAREFULLY REMOVE SNOW OR ICE TO FREE WIPER BLADES THEN THEY WILL WORK AGAIN.

either wiper arms linkage pivots binding need lubricating or wiper arm linkage damaged need replacing
