Hard to say what's wrong without testing thing's . Is there B+ voltage to the wiper switch ? B + voltage to the wiper motor ? Do you know how to use a voltmeter ? How to test electrical circuits ?
Here is a factory service manual list of componets involved .

Wiper Motor Switch Troubleshooting
SOURCE: Windshield Wiper motor replaced, now wipers go wrong direction
This sounds like the park circuit is shorted.
SOURCE: 2004 cadillac cts, windshield wipers won't turn off
not to be funny but you could pull the fuse under the dash till it starts to rain
sorry the best I could think of
SOURCE: 2006 Suburban, rear windshield wiper
with wiper on try to wiggle the wiper arm with your hand. if motor is stuck this will sometimes jar it loose. you may need to do this for a minute as the wiper is a delay system. also if you can move the arm thru its sweep then it is just the wiper arm loose if this is it remove cover at base and tighten nut
Sounds like the PARK SWITCH within the WIPER MOTOR is at fault, Only way to beat it is relay the motor. Hope this helps
SOURCE: 2006 kia wipper works but stops in the middle of the windshield
It sounds like the the circuit board has gone bad and does not know where the base is any more so it will stop at the middle or the windshield. Auto Zone should have a new board if it's replaceable like the GM products. Good luck and hope this helps, In the mean time you can always turn your wipers on and pull the fuse out when it's at the down position so it's not up.
