If its a whining noise, check the power steering fluid level and fill if low, otherwise you may have a pump going out or a loose belt

Power steering pump might need more oil (whining noise). generally power steer pumps take automatic transmission fluid. there should be a reservoir above the pump only fill this a little bit then start the car and turn left to right and recheck level. fluid should only be low if there is a leak at power steer pump/lines or steering rack,

It's located to the left of the stering column, right above the fuse box. This is the turn signal flasher.
If you are talking about the emergency flasher then It's located to the left of the steering wheel column, behind molded panel.

sounds like a rack and pinion issue or your steering column joint and or bearings are spent. Call a chrysler/dodge dealership, ask for service and see if someone is nice enough to list off some possible causes to your steering column sounds

I have a 2005 jeep grand Cherokee and when i turn the steering wheel it makes a clicking noise i believe it may be the turn signal stick that is rubbing up against the steering, also when i lock and unlock...

The clicking noise is coming from the clock spring in the steering column. The clock spring is the connection between the air bag and lower harness. It should be replaced by a certified technician.

FRONT END

Drive the car in a parking lot and make left and right hand turns.
If the noise goes away on either turn then the problem is a front hub bearing.
If the noise is still there, it could be possible front differential bearings.
