Many people will suggest this is the clutch release bearing but as a rule of thumb they only tend to make a noise during the pressing or releasing of the clutch. What you are hearing is quite likely to be the gearbox spinning under no load. This might be just general wear and tear or it might be a sign of things failing. Input shafts can get worn and make a noise. It would be good to know how much noise it is and what sort of noise. If its a quiet rattle it is likely nothing to worry about but a loud squealing noise and its time to take it for repair.

There is either air in the system or a leak in the clutch slave cylinder. Check your fluid make sure it is full and the cap is tight.

In a manual 2001 Hyundai Accent, the clutch cable could be adjusted. The adjustment point is on the cable 'pad' where it enters the firewall in the engine compartment.
To adjust, the slack or free play must be decreased. This is done by turning the adjusting nut clockwise. Check back by pressing on the clutch pedal to your preference.

Even I had this problem. After sometime engaging gear was difficult. There are two reasons. First, it could be leakage of servo fuel/brake fluid from the master cylinder on the clutch side or it could be due to the wear of the pressure plate.
You have a leaking master or slave hydraulic clutch cylinder. I recommend you replace both
