SOURCE: no gas going through fuel pressure regulator on 1995 dodge carava

I doubt the regulator is bad, the fuel pressure regulator is after the injectors in the return stream to the tank, more likely it is the fuel pump.

SOURCE: code reads P0340 Camshaft position Sensor circuit

That makes the computor think the timing is off. Replace the sensor and see if that does it. You will then have to have the code cleared (erased) or the light will come back on/stay on.

I have 2006 Dodge Grand Caravan 3.3 turns over but won't start.

Question edited for clarity. Please always quote DTC Codes in full. '129' is not the same as 'P0129'. Single numerical codes are usually computer communication codes.
Question moved to model category.

When you did all this work, did you disconnect the battery?
Did you reset the security system and engine immobilizer?
Is the anti-theft light flashing, flashing fast or on steady?

2006 Dodge Caravan 2.4, V4. It has code P0340.

The P0340 code indicates a problem with the camshaft position sensor circuit. However, given the additional symptoms you've described, it's possible that there may be multiple issues contributing to the no-start condition. Here are a few things you may want to check:
  1. Check the wiring and connector for the camshaft position sensor. Make sure the wiring is not damaged and the connector is securely attached.
  2. Check the timing belt or chain. A broken or worn timing belt or chain can cause the camshaft position sensor to fail and can also result in a no-start condition.
  3. Check the crankshaft position sensor. A failed crankshaft position sensor can also cause a no-start condition.
  4. Check the fuel pressure. While you can hear the fuel pump activate, it's possible that it's not delivering the proper pressure to the fuel injectors.
  5. Check the ignition system. Check for spark at the spark plugs and make sure the ignition system is functioning properly.
  6. Check for vacuum leaks. A vacuum leak can cause a rough idle or a no-start condition.
It's also possible that the excessive oil on the spark plugs may be related to a separate issue such as a failed piston ring or valve seal.
If you've checked all of these components and are still unable to diagnose the issue, I would recommend taking your vehicle to a qualified mechanic who can perform additional diagnostics to pinpoint the cause of the no-start condition.

Why am I not getting spark to my coil pack?

Hello. It seems the computer (ECM) of your Dodge is at fault. The ignition circuit of the ECM is to blame. Good luck and keep me informed; if you want to.

My 2000 dodge grand caravan won't fire. Do I have a fuel pump reset, and where

There is no fuel reset button. If it cranks good but won't start, have a helper crank it while you visually check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure, Also, check fuel injector pulse. Are there any applicable trouble codes?

Not getting a spark from coil and the injecters are not sending gas plugs are dry

Not sure about a caravan but I know a honda civic has a main relay that turns on the injectors and the fuel system. If your caravan doesn't have that it might be a computer problem or possibly the crank sensor.

I have a 1996 Caravan 3.3lt that is flooding

First get the obd2 codes then go from there, if you see any obvious leaks of fuel it could be coming from a broken hose on the fuel rail to the injectors.
