I recently tried the DIY service and repair manuals from a website and it actually helped me repair transmission problem in my jcb 3cx site-master. It would'nt move forward or reverse, engine was good both solenoids for forward and reverse worked, but still couldn't diagnose the problem.
I don't have much technical knowledge but I just followed it step-wise,
and now it works perfect! covers wiring, codes, diagrams, torque specs, PCV, everything

I have researched this problem, I own a 2000, 1500 4x4 Silverado, My Speedometer bounces on occasion. They have had recalls for years on this, It could be the grounds, mostly on the drivers side " that's every ground", On some the 20amp radio fuse under the hood effects the cluster. GM was replacing them, but if it isn't the problem you are back at square one. Also the harness was faulty. I would check for recalls first. Hope this helps.
Most likely the blower motor resistor. It's mounted next to the blower motor under the dash. Also check the 7 wire plug going to it, GM had a problem with that plug, and the wiring getting hot and melting. The plug is $68.00 from the dealership. One of my customer's car had the same problem.
Follow the wire harness down to the junction box were the wire harness plugs into under the truck adn ck for corrosion especialy if you live in a snowy area corrosion due to road salt.
check fuse under hood, batery terminals coroded wire at harness if everything fails run a hot wire to rear brake line with an interuptor.
check the swich under the foot brake.

look under the hood on the passenger side on the fire wall you will see a roung black motor with a 6" flange remove the small screws and the wire harness it's simple
