Can you hear pump, do you have pressure at test port on engine if available. If not check grounds. Could have broken or loose timing belt.
Testimonial: "I hear the pump hum on start. it's good. haven't checked grounds or pressure. I hear the complete engine turn, but something's not firing."

If you have spark and fuel pressure. It seems like timing belt. See if you can get the cover off to inspect.
Did you check crank sensor below starter?
it doesn't seem like I have spark, I turn the engine and it's not firing. however my scanner is kicking out this msg "EMISSON RELATED DTC'S/NO POWERTRAIN DTC'S OR FREEZE FRAME DATA IS PRESENTLY STORED ON THIS VEHICLE'S COMPUTER", and no codes and 3 icons that represent 'catalyst', 'evap' and 'o2s' are blinking red. i'm going to change the crank sensor and downstream o2sensor and cross my damn fingers!

This is actually an easy swap out. Remove the electrical connection, remove the retaining bolt and pull out old one. I believe the sensor is located in the front passenger side of the engine on this particular model.

My thought is to get a refund from the shop that tried to replace parts in order to secure your problem. The job of the shop is to diagnose the problem, not to replace items that may be the problem. Chrysler Master Techs are not trained to just replace parts, they fix the problem by diagnosing it properly.
You need to see a Chrysler dealership so they can attach a DRBIII and tell you exactly what is at stake.
I hope this helps you. I would be mad as heck.
I would not think the plugs and wires would be the problem because they would all have to fail at the same time to provide the symptom you experienced.
1. Get your money back
2. DRBIII

SOURCE: code P0113-P0183
DTC P0113 - Intake Air Temperature Circuit High Input. The powertrain control module (PCM) monitors the temperature of the air entering the engine. The PCM supplies a 5 volt reference voltage to the Intake Air Temperature (IAT) sensor. The IAT is a thermistor that varies resistance based on temperature. As the temperature increases, resistance decreases. Low temperature results in a high signal voltage. When the PCM sees a signal voltage higher than 5 volts, it sets this P0113 check engine light code.
DTC P0183 - Fuel Temperature Sensor Circuit High Voltage.
I suggest to check wire connections.
